PROFESSIONAL EXPERIENCE
Admiral Browne supports clients with his decades of experience in naval-focused domains, with expertise in modeling and simulation (M&S), aviation, weapons systems, and platforms, together with associated program strategy, implementation, leadership, and organizational culture.
Prior to joining The SPECTRUM Group, Admiral Browne served as Director, Assessment Division, Chief of Naval Operations (CNO) Staff, leading advanced M&S efforts for integrated systems and Navy budget-determining evaluation of multi-domain autonomous and manned platforms, integrated readiness, and posture. Previously, as Director, Navy’s 21st Century Sailor Office, CNO Staff, he led development, management, and oversight of 32 Navy-wide Sailor and family programs, including Navy Task Force One, focused on service-wide improvements in diversity, equity and inclusion (DE&I), and the Navy Office of Women’s Policy, addressing concerns related to female Sailors.
Admiral Browne also served as the Executive Officer, Air Warfare Branch for the Director of Operational Test and Evaluation (OT&E) in the Office of the Secretary of Defense (OSD). There, he led analysis and reporting on major defense acquisition programs, and provided key insights on the effectiveness and suitability of weapons systems to Congress and senior Department of Defense (DoD) leadership. His command roles included serving as Commanding Officer of the USS ABRAHAM LINCOLN (CVN-72), USS GREEN BAY (LPD-20), and STRIKE FIGHTER SQUADRON 34 (VFA-34), and as Executive Officer, USS CARL VINSON (CVN-70).
