Mr. Davis supports client programs across the Departments of State (DOS) and Defense (DoD), Executive Branch, and U.S. Army Reserve (USAR) with significant expertise in U.S and global military installation and diplomatic mission security, construction, resource management, and risk mitigation.

Before joining The SPECTRUM Group, Mr. Davis served as Director, DOS Bureau of Overseas Building Operations, managing 285 overseas diplomatic missions and $18B in construction projects. Previously, he served as the Principal Deputy Assistant Secretary of Defense for Energy, Installations, and Environment and as Deputy Assistant Secretary of the Army for Environment, Safety and Occupational Health, leading the National Defense Center for Energy and Environment (NDCEE), the $18B Formerly Used Defense Sites (FUDS) environmental cleanup program, and the DoD Non-Stockpile Chemical Materiel Program (NSCMP). Mr. Davis served as USAR CEO/Director of Services and Infrastructure, leading 2005 BRAC-related efforts, including $2.3B in new construction and USAR corporate headquarters relocation, and as Deputy Director (Acting), Demand Reduction at the White House Office of National Drug Control Policy (ONDCP).

Prior to his Senior Executive Service, Mr. Davis served a 26-year U.S. Army career leading airborne, Ranger, and mechanized forces, serving as Deputy Chief of Joint Operations, J-3, Joint Chiefs of Staff; Garrison Commander, Fort Bragg; and Commander of the U.S. task force in the Kingdom of Jordan.

Mr. Davis previously served as a National Security Fellow for the Hoover Institution, Stanford University and as an Assistant Professor at the George C. Marshall European Center for Security Studies. He also previously served as Managing Director at Corvias Solutions leading stormwater public-private partnership (P3) projects in the Chesapeake Bay watershed area.
